22. The Deputy Chief Civil Affairs Officer may

make regulations for the better carrying out of the

provisions of this Proclamation.

23. In their application to the New Territories,

other than New Kowloon, the provisions of this

Proclamation shall be subject to the following

modifications

(1) Subject to any directions given by the Deputy

Chief Civil Affairs Officer, the functions and

powers of the Rating Authority under this

Proclamation shall be discharged and exercised in

the Northern and Southern Districts respectively

by the Civil Affairs Officers in charge of the

Northern and Southern Districts respectively.

Colonial Treasury wherever reference is made

(2) (a) Rates shall be assessed, imposed and levied

in respect of buildings only, and in such areas

only as were heretofore declared by the Governor

in Council to be urban areas.

(b) the decision of the appropriate Civil Affairs

Officer as to whether any building is situate

within an urban area shall be final and conclusive.

(3) (a) Rateable buildings shall be classified as

follows:-

Special class - Buildings which are valued by the

assessing officer at over 4, 000

dollars.

First class

Buildings which are valued by the

assessing officer at over 2,000

dollars but not over 4,000 dollars.

Second Class
